    OPENING CEREMONY: LOIC FAUCHON CALLS FOR INNOVATIVE APPROACHES

    " What an honor, what a pleasure, a joy that I cannot hide, to find this beautiful land of Senegal, where I was fortunate to travel many times in the past 40 years, from Podor to the Bassari Country, from Kidira to Touba".

    It is with these words that Loïc Fauchon, President of the World Water Council and co-organizer of the Forum, opened his speech at the opening ceremony. Highlight on the four main points he mentioned, which will be the priorities this week in Dakar:

    Securing the resource «Innovate and innovate again: pump, transfer, desalinate, reuse « while «changing our habits, our behaviors» to consume better and less.

    -The right to access to water in all constitutions

    «It is necessary to provide a guarantee of free minimum allocation and a daily water supply», but also «to make this right opposable, by associating on this point the legislative, executive and judicial powers»

    - The financing of water.

    Mr. Fauchon joins Senegalese President Macky Sall in his battle to cancel the water debt for the poorest states and communities. One condition, however: this measure should be associated with immediate in the construction of water and sanitation infrastructure. Mr. Fauchon also mentioned a «Blue Fund», derived from climate financing, « a true International Fund for Water Security ».

    - Governance

    The World Water Council suggests the creation, during this Forum, of a Global Water Observatory for Peace, Development and Nature.
