Interview de Patrick Lavarde, co-pr\u00e9sident du Comit\u00e9 de pilotage international (CPI)\u00a0<\/em><\/h3>\n
\n

\u201cUn mois apr\u00e8s le Forum mondial de l'eau, je ne peux nier que, dans le contexte de la pand\u00e9mie, la d\u00e9cision que nous avons prise avec nos partenaires s\u00e9n\u00e9galais d'organiser le Forum uniquement en personne \u00e9tait un pari risqu\u00e9. La forte participation et l'enthousiasme des participants ont montr\u00e9 que ce pari \u00e9tait gagn\u00e9. Tous ceux qui ont pu se d\u00e9placer \u00e0 Diamniadio ont \u00e9t\u00e9 heureux de se rencontrer et d'\u00e9changer \u201cen vrai\u201d. Un \u00e9v\u00e9nement virtuel n'aurait pas \u00e9t\u00e9 compatible avec l'esprit d'un forum. Quel plaisir aussi de constater la forte mobilisation des jeunes, intervenants dans la plupart des sessions et dans le \u201cvillage des jeunes\u201d tr\u00e8s anim\u00e9 \u00e0 l'entr\u00e9e du site du forum.<\/p>\n

Malgr\u00e9 des conditions de pr\u00e9paration difficiles, le programme du forum a \u00e9t\u00e9 tr\u00e8s riche. Je tiens \u00e0 remercier les diff\u00e9rents groupes de travail qui ont tenu des vid\u00e9oconf\u00e9rences pendant des mois pour pr\u00e9parer les sessions. Le forum a particuli\u00e8rement mis en valeur certains th\u00e8mes comme l'importance des zones rurales souvent oubli\u00e9es, l'affirmation du r\u00f4le des bassins (ce qui \u00e9tait normal au pays de l'OMVG et de l'OMVS que nous f\u00e9licitons \u00e0 nouveau pour le grand prix Hassan II), la place accord\u00e9e \u00e0 l'eau et \u00e0 l'assainissement dans les situations d'urgence, les nombreuses r\u00e9flexions et propositions sur le financement, etc. Le 9\u00e8me Forum a marqu\u00e9 l'affirmation du lien eau-s\u00e9curit\u00e9-paix-d\u00e9veloppement.<\/p>\n

Ce forum s'est concentr\u00e9 sur les r\u00e9ponses. Outre les projets concrets labellis\u00e9s Dakar 2022, de nombreuses institutions ont pris des engagements. Certains de ces engagements sont tr\u00e8s ambitieux, comme celui sur le financement des infrastructures de l'eau en Afrique pour contribuer \u00e0 la mise en \u0153uvre du Programme d'investissement pour l'eau en Afrique continentale adopt\u00e9 par l'Union africaine.<\/p>\n

Enfin, la d\u00e9claration finale n'a pas \u00e9t\u00e9 discut\u00e9e par les seuls ministres, comme c'est habituellement le cas. Ce texte, volontairement court, est le r\u00e9sultat de l'ensemble des travaux du forum. Son titre accrocheur, \u201cun accord bleu pour la s\u00e9curit\u00e9 de l'eau et de l'assainissement pour la paix et le d\u00e9veloppement\u201d, est un appel \u00e0 la mobilisation. Cette d\u00e9claration finale et les plans d'action qui y sont annex\u00e9s constituent une contribution \u00e0 la pr\u00e9paration de la Conf\u00e9rence des Nations unies sur l'eau qui se tiendra \u00e0 New York du 23 au 27 mars 2023.\u201d<\/p>\n<\/blockquote>","protected":false},"excerpt":{"rendered":"
