{"id":3783,"date":"2022-06-15T07:47:03","date_gmt":"2022-06-15T05:47:03","guid":{"rendered":"https:\/\/www.worldwatercouncil.org\/13-highlights-wwf-our-four-proposals-water\/"},"modified":"2025-11-17T18:13:55","modified_gmt":"2025-11-17T17:13:55","slug":"13-highlights-wwf-our-four-proposals-water","status":"publish","type":"post","link":"https:\/\/www.worldwatercouncil.org\/fr\/13-highlights-wwf-our-four-proposals-water\/","title":{"rendered":"[1\/3] Highlights WWF : Our four proposals for water"},"content":{"rendered":"<p class=\"text-align-justify\"><strong>Dans son discours lors de la c\u00e9r\u00e9monie d'ouverture du 9\u00e8me Forum mondial de l'eau, Lo\u00efc Fauchon a \u00e9nonc\u00e9 quatre points forts, comme autant de lignes directrices pour le Conseil en faveur de l'eau.<\/strong><\/p>\n<hr>\n<p class=\"text-align-justify\">\n<strong>- S\u00e9curiser la ressource<\/strong><br \/>\n\u201cInnover et innover encore : pomper, transf\u00e9rer, dessaler, recycler, augmenter la quantit\u00e9 d'eau disponible\u201d tout en \u201cbouleversant nos usages, nos habitudes, nos comportements\u201d pour consommer mieux et moins.<\/p>\n<p class=\"text-align-justify\"><strong>- L'inclusion du droit \u00e0 l'acc\u00e8s \u00e0 l'eau dans toutes les Constitutions<\/strong><br \/>\n\u201cIl est n\u00e9cessaire d'assurer la garantie d'une allocation minimale gratuite et d'un approvisionnement quotidien en eau\u201d, mais aussi \u201cd'en faire un droit opposable, en combinant les pouvoirs l\u00e9gislatif, ex\u00e9cutif et judiciaire\u201d.<\/p>\n<p class=\"text-align-justify\">\n<strong>- Repenser le financement de l'eau<\/strong><br \/>\nM. Fauchon rejoint le pr\u00e9sident s\u00e9n\u00e9galais Macky Sall dans son combat pour l'annulation de la dette de l'eau pour les Etats et les collectivit\u00e9s les plus pauvres. Cependant, cette mesure devrait \u00eatre associ\u00e9e \u00e0 une exigence de r\u00e9investissement imm\u00e9diat du m\u00eame montant dans la construction d'infrastructures d'eau et d'assainissement, ajoute-t-il.<br \/>\nM. Fauchon a \u00e9galement \u00e9voqu\u00e9 un \u201cFonds bleu\u201d, d\u00e9riv\u00e9 du financement du climat, \u201cun v\u00e9ritable Fonds international pour la s\u00e9curit\u00e9 de l'eau\u201d.<\/p>\n<p class=\"text-align-justify\">\n<strong>- Dernier point, mais non des moindres : \u201cLe Conseil mondial de l'eau appelle \u00e0 des r\u00e8gles de m\u00e9diation plus formelles pour la gouvernance des bassins.<\/strong>\u201dLa Commission europ\u00e9enne a \u00e9galement mis en place un programme de formation \u00e0 l'intention du personnel de l'UE, tant au niveau national qu'international.<br \/>\nLe Conseil mondial de l'eau recommande la cr\u00e9ation d'un Observatoire mondial de l'eau pour la paix, le d\u00e9veloppement et la nature.<\/p>\n<h4><strong>Le droit \u00e0 l'acc\u00e8s \u00e0 l'eau : dates et chiffres<\/strong><br \/>\n2010 : l'Assembl\u00e9e g\u00e9n\u00e9rale des Nations unies reconna\u00eet officiellement le droit de l'homme \u00e0 l'eau et \u00e0 l'assainissement (r\u00e9solution 64\/292).<br \/>\n2016 : La Slov\u00e9nie est devenue le premier \u00c9tat europ\u00e9en \u00e0 faire de l'eau potable un droit constitutionnel.<br \/>\nEntre 2000 et 2010, une vingtaine de pays dans le monde ont inscrit ce droit dans leur Constitution.<\/h4>\n<h4>&gt;\u00a0<a href=\"https:\/\/www.worldwatercouncil.org\/fr\/discours-de-loic-fauchon-la-ceremonie-douverture-du-9eme-forum-mondial-de-leau-diamniadio-senegal\">Lire le discours de M.
