Zoom sur les quatre points principaux qu'il a \u00e9voqu\u00e9s et qui seront les priorit\u00e9s de cette semaine \u00e0 Dakar :<\/p>\n<p class=\"text-align-justify\">S\u00e9curiser la ressource \u00abInnover et innover encore : pomper, transf\u00e9rer, dessaler, r\u00e9utiliser\u00ab tout en \u00abchangeant nos habitudes, nos comportements\u00bb pour consommer mieux et moins.<\/p>\n<p class=\"text-align-justify\"><strong>-Le droit \u00e0 l'acc\u00e8s \u00e0 l'eau dans toutes les constitutions<\/strong><\/p>\n<p class=\"text-align-justify\">\u00abIl est n\u00e9cessaire de pr\u00e9voir une garantie d'allocation minimale gratuite et d'approvisionnement quotidien en eau\u00bb, mais aussi de \u00abrendre ce droit opposable, en associant sur ce point les pouvoirs l\u00e9gislatif, ex\u00e9cutif et judiciaire\u00bb.\u00bb<\/p>\n<p class=\"text-align-justify\">-<strong> Le financement de l'eau.<\/strong><\/p>\n<p class=\"text-align-justify\">M. Fauchon rejoint le pr\u00e9sident s\u00e9n\u00e9galais Macky Sall dans son combat pour l'annulation de la dette de l'eau pour les Etats et les collectivit\u00e9s les plus pauvres. Une condition toutefois : cette mesure devrait \u00eatre associ\u00e9e \u00e0 la construction imm\u00e9diate d'infrastructures d'eau et d'assainissement. M. Fauchon a \u00e9galement \u00e9voqu\u00e9 une \u00ab<em>Fonds bleu\u00bb<\/em>, Le financement de la lutte contre le changement climatique est une priorit\u00e9 pour l'UE, <em>\u00abUn v\u00e9ritable Fonds international pour la s\u00e9curit\u00e9 de l'eau\u00bb<\/em>.<\/p>\n<p class=\"text-align-justify\"><strong>- Gouvernance<\/strong><\/p>\n<p class=\"text-align-justify\">Le Conseil mondial de l'eau propose la cr\u00e9ation, lors de ce Forum, d'un Observatoire mondial de l'eau pour la paix, le d\u00e9veloppement et la nature.<\/p>\n<p class=\"text-align-center\"><b>Voir le discours de Loic
