Tout d'abord, le Forum environnemental international d'Asie centrale sur le renforcement de la coop\u00e9ration dans le domaine de l'environnement et du d\u00e9veloppement durable en Asie centrale, organis\u00e9 par le Centre environnemental r\u00e9gional pour l'Asie centrale. Au cours de ce forum, le pr\u00e9sident Braga a prononc\u00e9 un discours de bienvenue qui refl\u00e9tait l'importance de la coop\u00e9ration en tant que pilier du d\u00e9veloppement durable.\u00a0<\/p>\n<p>\nAfin d'inspirer et de mobiliser la communaut\u00e9 internationale pr\u00e9sente, le pr\u00e9sident Braga a d\u00e9clar\u00e9 : \u201cNous ne pourrons tirer le meilleur parti du temps et de l'\u00e9nergie que nous passons ici que si nous sommes pr\u00eats \u00e0 trouver des solutions communes, \u00e0 identifier conjointement les compromis et \u00e0 cr\u00e9er de nouvelles voies\u201d.\u201d<\/p>\n<p><img decoding=\"async\" alt=\"20180605_CAIEF_Tashkent_braga_250.jpg\" height=\"167\" src=\"https:\/\/www.worldwatercouncil.org\/wp-content\/uploads\/2025\/11\/20180605_CAIEF_Tashkent_braga_250.jpg\" width=\"250\">Deuxi\u00e8mement, le pr\u00e9sident Braga a assist\u00e9 \u00e0 la conf\u00e9rence internationale intitul\u00e9e \u201cActions conjointes pour att\u00e9nuer les cons\u00e9quences de la catastrophe d'Aral : nouvelles approches, solutions innovantes, investissements\u201d. Organis\u00e9 par le Mouvement \u00e9cologique d'Ouzb\u00e9kistan, le minist\u00e8re des affaires \u00e9trang\u00e8res de la R\u00e9publique d'Ouzb\u00e9kistan, le minist\u00e8re du d\u00e9veloppement innovant de la R\u00e9publique d'Ouzb\u00e9kistan et l'Acad\u00e9mie des sciences de la R\u00e9publique d'Ouzb\u00e9kistan, cet \u00e9v\u00e9nement avait pour but de s'attaquer \u00e0 l'une des plus grandes catastrophes \u00e9cologiques de notre \u00e9poque : la disparition progressive de la mer d'Aral.<\/p>\n<p>Autrefois l'un des quatre plus grands lacs du monde avec une superficie de 68 000 km2, la mer d'Aral est aujourd'hui \u00e0 peine reconnaissable depuis l'espace, comme l'illustrent les photos satellites publi\u00e9es par l'Observatoire de la Terre de la NASA en ao\u00fbt 2017. .<br \/>\nDans son discours de bienvenue, le pr\u00e9sident Braga a soulign\u00e9 \u00e0 quel point la catastrophe de la mer d'Aral a prouv\u00e9 qu'il est impossible de domestiquer la nature. Travailler avec la nature est donc la voie \u00e0 suivre ou, pour reprendre les termes du pr\u00e9sident Braga : \u201cLes solutions fond\u00e9es sur la nature, les plans de d\u00e9veloppement \u00e9cologique et durable et la gestion int\u00e9gr\u00e9e des ressources en eau sont autant de m\u00e9thodes facilement disponibles pour ma\u00eetriser ce ph\u00e9nom\u00e8ne\u201d. Il a soulign\u00e9 le besoin urgent de coop\u00e9ration et de dialogue dans la r\u00e9gion et au niveau international. Le pr\u00e9sident Braga a \u00e9galement identifi\u00e9 les trois principaux \u00e9l\u00e9ments qui permettront d'enrayer ce d\u00e9clin radical : la volont\u00e9 politique, la diplomatie et le dialogue d\u00e9mocratique, ainsi que des approches novatrices et des investissements solides.\u00a0<\/p>\n<p>Dans un effort concert\u00e9 pour assurer la s\u00e9curit\u00e9, le d\u00e9veloppement et la durabilit\u00e9 de l'eau, tout en \u00e9vitant les catastrophes \u00e9cologiques - comme celle de la mer d'Aral -, le Conseil mondial de l'eau (CME) a entrepris plusieurs projets cl\u00e9s et novateurs. Un exemple en est l'ouvrage ax\u00e9 sur la politique et la pratique, Global Water Security : Lessons Learnt and Long-Term Implications, publi\u00e9 avec le soutien du gouvernement de la R\u00e9publique populaire de Chine.
