Activity 4a – Developing local level capacity

Desired Activity Outcome:

As activity 4 of ISSDP - Local level environmental sanitation capacity building and city-wide strategies and action plans completed in 6 cities and lessons-learned are incorporated back into the policy framework.

Activity description:

Currently at the local level, capacity for the implementation of a national sanitation action plan is limited.
Local governments (and utilities) have had limited experience with sanitation and require support to develop a strategic action framework at the city-level for environmental sanitation policy, planning, budgeting, and management. This activity will focus on assisting local governments (as well as nongovernmental partners and primary stakeholders) in capacity building, needs assessment, and city-wide strategy development and action planning. Research and necessary studies and assessments will be undertaken especially in the areas of waste water management and community level solid waste management and drainage. Through this process, municipalities in up to 6 cities will develop an overall approach to solving the cities sanitation problem and will identify priority areas for investment. This technical assistance and capacity-building components will be backed up by providing (matching) funds for municipal governments willing and committed to investing in wastewater sanitation improvements under WASAP sub-program D.

Assumptions:

1. Sanitation becomes a priority development issue in the 6 cities.
2. Country-wide development efforts not affected by diversion of government attention to Tsunami and emergency areas or other national priority.
3. Local level action is demanded by communities and municipalities are responsive.
4. Department of Public Works and other central Ministries are willing to continue with building of capacity at the local level.

Project Milestones:

1. City sanitation mapping and assessments complete by May 2007 (3 cities) and August 2007 (other 3 cites).
2. 3 strategies completed by August 2007.
3. Remaining 3 city strategies completed by December 2007.
4. Lessons learned from 6 cities incorporated in national level planning by March 2008.

Indicators:

1. City strategies adopted/incorporated in LG planning process – September 07 (3 cities) January 2008 (3 cities).
2. Cities allocate substantially increased funds to sanitation improvements – November 2007.
3. Policy framework launched incorporating lessons-learned for pilot activities – February 2009.
