About the organization
Sic ICWC is one of the principal executing body of Interstate Coordination works commission of Central Asia, responsible for strategy, information, research, execution of regional programmes of states. Analytical and information centre, elaborating principles and directions of prospective development of central Asian water economy, improvement of water management and ecological situation in the basin.
The Interstate Commission for Water Coordination (ICWC) is a parity collective body of Central Asian States acting on the basis of equity, equality and consensus. According to the Decision by the Heads of State of March 23, 1993, ICWC was included in the International Fund for saving the Aral Sea (IFAS) and has the status of an international organization.
Five independent states of CIS — the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan — and part of Afghanistan are entirely and partly situated on the territory of the basin.
Fields of expertise and activities: Water Resources Management, Environment or Ecosystems, Agriculture or Food Production, Research or Development, International Cooperation or Humanitarian Relief.

Prof. Dr. Victor DUKHOVNY
Divided on two parts : 1956-1970, chief engineer unique in Soviet Union project, Hunger Steppe development, where for 16 years developed 320 thousand ho of irrigated lands for desert; chief engineer of Central Asia Water and Development organization which was responsible for all water construction in this area including biggest in Soviet Union pumps system After 1980 up to 1993, director Central Asia Scientific-research institute SANIIRI (irrigation, draining, water), responsible for scientific works in five states of Central Asia in field of Water Management.
For 1993, organizer and director of SICICWC, principal worker of CAREWIB network uncluding more than 1000 representants ; conductor of training activity for TCICWC and 4 branches.Vice president ICID, member of Liasson committee of INBO, academician of Russian water and environment Academy, laureat of Soviet Union and Uzbekistan national prizes.
About the Alternate representative
Dr. Pulatkhon UMAROV
1975-1993-scientist, scientific Secretary of SANIIRI, provided many research works on drainage, irrigated lands;1993-up to now, deputy director SIC ICWC, director Training Center, which trains each year 300 persons for 8 states in IWRM, Water Law, advance technology in irrigation and works.
Has extended experience in international connections participated in many congresses and events ICID, IWRA, INBO. Took active role un preparation and organizing Central Asia campain on and before WWF3.Has more than 100 publishing works, author of 23 patents.
