About the organization
The main activities of the Permanent Joint Technical Commission for Nile Waters :
1. To set up the basic outlines of projects that increase the Nile yield, and for the supervision of the studies necessary for the finalizing of projects, before presentation of them to the Governments of the two Republics for approval.
2. The supervision of the execution of the projects approved by the two Governments.
3. The drawing up of the working arrangements for any works to be constructed on the Nile, within the boundaries of the Sudan, and also for those to be constructed outside the boundaries of the Sudan, by agreement with the authorities concerned in the countries in which such works are constructed.
4. The supervision of the implementation of all the work arrangements mentioned in (3) above in connection with works constructed within the boundaries of Sudan and also in connection with the Sadd el Aali Reservoir and Aswan Dam, through engineers delegated for the purpose by the two Republics; and the supervision of the Upper Nile Projects, as provided in the agreements concluded with the countries in which such projects are to be constructed.
5. As it is probable that a series of low years may occur, and a succession of low levels in the Sadd el Aali Reservoir may result to such an extent as not to permit in any one year the drawing of the full requirements of the two Republics, the Technical Commission is charged with the task of devising a fair arrangement for the two Republics to follow. And the recommendation of the Commission shall be presented to the two Governments for approval.
6. In order to enable the Commission to exercise the functions enumerated in the above item, and in order to ensure the continuation of the Nile gauging and to keep observations on all its upper reaches, these duties shall be carried out under the technical supervision of the Commission by the engineers in Sudan, Egypt and Uganda.Technical co-operation in various fields are being performed under the umbrella of the PJTC. One important issue is to increase the Nile yield through the utilization of lost waters. Both countries have agreed to jointly study and implement projects. The net yield of these projects shall be divided equally between the two countries and each of them shall also contribute equally in the cost.

About the Governor representative
Abdel fattah METAWIE
Dr Metawie has over 28 years of professional experience in research, management and consultancy services in irrigation engineering and hydrology, undertaken at international, regional and national scales. During these years, Dr Metawie contributed to the formulation of water strategies and work plans in affiliation with many agencies and organizations, including multi-lateral ones; among others, the World Bank, UNDP, FAO, the Arab League, IWMI, etc. His professional career extended throughout several countries, including Egypt, Uganda, Ethiopia, USA, France, Syria, Yemen, Holland, West Bank, etc. His current position as the chairman of the Egyptian side in the Nile Basin Initiative in addition to his involvement with the Egypto-Ugandan technical program, which he is now presiding, have resulted in his border-to-border acquaintance with particulars of Ugandan physical aspects, environments and lifestyles. Having worked as a researcher at the Egyptian National Water Research Center, he developed considerable research skills in various water fields. Due to his extensive experience at the Water Management Research Institute, Dr Metawie gained a concrete knowledge of different crop production aspects, on-farm water management, water distribution systems, watershed conservation, irrigation technologies and agronomy, including supplementary irrigation, and training and extension, including the formation of water user associations. His writing skill in English is exemplified by his publishing of over twenty scientific papers in worldwide events and well-known international bulletins.
About the Alternate representative
Ahmed RAGAB
Dr Ahmed Ragab is currently the Vice Chairman of the Nile Water Sector – Ministry of Water Resources and Irrigation. Previously he was the Director General of the Egyptian Irrigation Mission in Uganda, as well as the key of bilateral cooperation development between Egypt and Uganda in the field of irrigation and water resources. He has 16 years of experience during which he managed, contributed and supervised numerous researches, design and implements projects. Furthermore he has a proven track of records in urban and rural groundwater management and development program formulation and development. Dr Ahmed Ragab has been actively involved in all training business development activities including extensive travel to several African/Arab countries including Jordan, Oman, United Arab Emirates, Uganda, Rwanda, Ethiopia, etc for training development/ experience exchange purpose. Dr Ahmed Ragab gained in depth experience in working and associating with international and donor organisation/agencies through a long track of working relations extending for some 13 years in appraising projects/programs, proposal preparation, contract negotiating, implementing project, managing projects, representing the Egyptian government etc… International and Donor organisations include: The African Development Bank, the World Bank, Kreditanstalt fur Wiederaufbau, Danish International Development Agency, Directorate General for Dutch International Cooperation.
