About the organization
Implementation of the National Water Resources Management system and regulation of water use nationally. ANA has implemented modern water resources management instruments at the river basin level. Economic instruments, such as water charges and poluter-pay principle, have been implemented in the Paraiba do Sul river basin. A basin committee is established including represewntatives of the local governments, civil society, users ans professional associations.

About the Governor representative

Paulo VARELLA
Paulo Varella is a geologist and specialist on groundwater management. He currently holds the position of Director of the National Water Agency, agency in charge of the implementation of the National Water Resources System of Brazil. His areas of technical expertise are water resources planning and management with particular emphasis on groundwater, drought and transboundary water issues. At ANA, Mr. Varella has acted as Coordinator of the World Bank funded program known as Proagua Nacional and National Coordinator of two GEF-funded programs: GEF Pantanal and GEF Sao Francisco. Prior to joining the National
Water Agency, Paulo Varella was the secretary for Water Affairs in the State of Rio Granoe do Norte/Brazil. Mr.Varella is a member of the Brazilian Association of Water Resources (ABRH) and Groundwater Association (ABAS). He has published extensively on issues related to water resources management, groundwater management, water quality and hydrogeology.
About the Alternate representative

Ricardo ANDRADE
Ricardo Andrade is a Civil Engineer and specialist on Water Resources Management. He currently holds the position of Superintendent of implementation of Programs and Project of the National Water Agency, in charge of the coordination and implementation of ANA's international cooperation projects administered with the World Bank, IDB and GEF. Other projects include the National Groundwater Agenda, the River Basin Restoration Program (PRODES), the National Program for the Sustainable Development of Water Resources (PROAGUA Nacional), among others. He has technical experience on water resources planning and administrative and financial management. Ricardo Andrade is the Coordinator of the PROAGUA Nacional and member of the Coordination Group of the National Environmental Program (PNMA) of the Ministry of the Environment. He represents the Agency in the National Water Resources Council technical groups responsible for issues dealing with transboundary management (CNRH/CTGRHT) and groundwater (CNRH/CTAS). he is a member of the working Group on international affairs (CONAMA/CTAI) at the National Council on the Environment. He also represents ANA in the UNESCO/OEA ISARM Americas Programme on transboundary aquifers. Prior to joining ANA, Ricardo Andrade held the positions of Procurement Officer at USESCO (Brasilia office), Management Coordinator and World Bank Management Project Coordinator for the Secretary of Water of the State of Rio Grande do Norte.
