World Water Council 6th General Assembly, Marseille, 18-19 November 2012
The General Assembly is a unique opportunity for all members of the World Water Council to directly influence the management and future orientation of their institution by discussing and voting on the internal policies and program. It is also on this occasion that the members of the Board of Governors are elected for a term of three years, the By-laws and the triennal budget is ratified, and the workplan for the next three years is adopted.
The 6th General Assembly of the World Water Council will be held in Marseille, France from 18 to 19 November 2012.

How to join and participate in the General Assembly
All WWC members are invited to participate in the General Assembly. Each active member has equal right, and holds one vote. Any organisation working on water-related issues can join the WWC by filling the membership application form. Application are accepted all the course of the year, and need to be official accepted by the World Water Council Board of Governors. WWC membership fees are subjected to annual membership fees calculated according to the GDP of the organisation’s country.
Apply for membership before August 18th, 2012 to be able to participate in the General Assembly.
To hold the right to vote, members must be up to date all their membership fees at the latest on the day of the General Assembly, November 18th, 2012.
Candidatures and Election Procedure
Candidature to the Board of Governors will be closed on 18 September 2012.
All candidates to the Board of Governors must fulfill certain conditions, which are as follows:
- Candidate organizations must be up to date with all their dues, including those for 2012, before 18 September 2012;
- The candidature form must be duly completed, signed and returned to WWC HQ before 18 September 2012;
- Members’ representatives may only be elected to the Board twice on behalf of a given organization.
Number of seats:
The Board of Governors election procedure is described in the World Water Council Constitution and By-Laws. There are 36 seats on the Board of Governors of which 35 are elected Governors and one seat is reserved for the host city, Marseille. Members are divided in five colleges representing the main water stakeholders:
College 1: Intergovernmental Organizations
College 2: Governments and Governmental Authorities
College 3: Enterprises and Facilities
College 4: Civil Society and Water Users Associations
College 5: Professional Associations and Academics

Election:
Each college is allocated between four and nine seats on the Board, the number being calculated on the basis of the number of active member organizations within that college. All active members may vote for all 35 elected seats. Within each college, the elected members are those who receive the greatest number of votes but, to be elected, candidates must receive a number of votes at least equivalent to 10% of the number of voting members. Only one representative per nationality may be elected within a given college.
The President and other members of the Bureau of the World Water Council are appointed by the new Board from amongst its members.
Governors’ responsibilities:
The Board is empowered for a period of three years to oversee the implementation of decisions of the General Assembly and all matters related to governance, budgeting, accountancy and the Council activities and membership. It is also actively involved in the preparation of the next World Water Forum.
