Description of your Organisation's activities : The Regulatory Agency for Water, Energy, and Basic Sanitation of the Federal District of Brazil (ADASA) has the core mission of regulating and promoting both sustainable management of water resources and universal access to good quality public services of sanitation. ADASA has a comprehensive agenda in the water sector, managing all water resources in the Federal District, and regulating a broad spectrum of public services related to sanitation: (i) water supply; (ii) sewage collection, treatment and disposal; (iii) urban drainage; and (iv) solid waste management. ADASA is at the forefront of regulation activities in Brazil, particularly within infra-national agencies and ABAR (Brazilian Association of Regulatory Agencies), and has strong participation among Latin America regulation agencies and ADERASA (Association of Regulators of Water and Sanitation of the Americas). By adopting innovative approaches, ADASA promotes both sustainable water management and public services of sanitation. Examples of innovations are: (a) issuance of permits for urban drainage discharge into natural water bodies; (b) regulation of solid waste management in all its phases aiming to protect both surface and ground-water; (c) promotion of negotiated water allocation to overcome water scarcity in rural and urban areas; (d) promotion of rational and efficient use of water; (e) public involvement in activities related to regulation and capacity building on sanitation and water resources.

background : Paulo Salles received a degree in Biological Sciences from the University of Brasília (1976). He received his MSc degree in Ecology at the University of Brasília (1988) and his PhD in Ecology at the University of Edinburgh (1997). In 2006-7, Dr. Salles was a visiting scholar at the University of Amsterdam, The Netherlands. Dr. Salles was an Associate Professor at the University of Brasilia, in the Institute of Biological Sciences. He has experience in Ecology, focusing on Theoretical Ecology, acting on the following subjects: the use of Artificial Intelligence techniques, particularly of Qualitative Reasoning, in ecological modelling, applied to sustainable development, water resources management issues, and to science education, in undergraduate and graduate courses of ecology and science education. He was Secretary of Science, Technology and Innovation of the Government of the Federal District, Brazil; President of the Foundation for Research Support of the Federal District (FAPDF) and Chief Secretary of the Foundation for Scientific and Technological Enterprises (FINATEC). He has worked also in water resources management, having been Vice-President and President of the Parnaíba River Basin Committee and President of the Paranoá River Basin Committee (DF). Currently he is the Director-President of the Regulatory Agency of Water, Energy and Basic Sanitation (ADASA). He was the Brazilian co-chair of the 8th World Water Forum and the coordinator of the preparation process of Brasilia for the 8th Forum.

background : Jorge Werneck received a degree in Agricultural Engineering from the Federal University of Viçosa (1997), obtained his Mater’s degree in Irrigation and Agro-environment at the University of Brasilia (2000) and his PhD degree in Environmental Technology and Water Resources at the University of Brasilia (2010). He is a researcher in hydrology at the Brazilian Agricultural Research Corporation - Embrapa Cerrados since 2001, and currently serves as Director in the Regulatory Agency for Water, Energy and Basic Sanitation of the Federal District - ADASA. Dr. Werneck worked as a consultant for the World Meteorological Organization - WMO, serving at the Department of Hydrological Studies and Information of the National Electric Energy Agency of Brazil - ANEEL (1998 a 2001). He was President of the Paranoá River Basin Committee - CBH-Paranoá (2014-2018). Dr. Werneck was Director in the Technical Coordination of the Brazilian Association of Water Resources - ABRH (2014-2015), Vice-President of the Brazilian Association of Water Resources - ABRH (2016-2017), and Manager of the Laboratory of Hydrometry at the Embrapa Cerrados (2001-2017). As member of the International Steering Committee and Vice-Chair of the Thematic Commission, he participated in the organization and realization of the 8th World Water Forum (2016-2018). Dr. Werneck has authored more than 200 publications and worked in more than 20 research projects as head or team member. He was editor of the following journals: Revista Brasileira de Recursos Hídricos - RBRH/ABRH (2015-2016); and Sustainability of Water Quality and Ecology - SWAQE/Elsevier (2015-2016). He has a long record of participation in councils, commissions, and committees related to water resources and river basin management.

Organisation statement:
Please describe the involvement of your organisation within the World Water Council and state how long it has been involved in World Water Council activities : ADASA is a member of the World Water Council since 2012. The Agency represented the Government of the Federal District both as a member of the National Organizing Committee and as a member of the International Organizing Committee of the 8th World Water Forum, held in Brasilia-DF, Brazil, from March 18 to 23, 2018. ADASA also coordinated the Local Executive Committee of the 8th World Water Forum, which brought together about 30 institutions of the Government of the Federal District of Brazil, with responsibilities on planning, budget and management of resources dedicated to the 8th Forum. ADASA proposed and supported the implementation of the Citizen Village along with the Citizens Forum process, during the 8th Forum. The Citizen Village was a successful innovation in the history of the World Water Fora: an open, free and democratic space, which attracted about 110.000 people, mostly children and young citizens. ADASA has been actively participating in meetings and activities promoted by the World Water Council, especially through its representatives Director-President Paulo Salles and Director Jorge Werneck Lima. On behalf of ADASA, Dr. Paulo Salles presented the results of the 8th World Water Forum at a "High Level Political Panel on Sustainable Development" held in the United Nations headquarters, in New York in 17/July/2018, and participated in the session "A new World Water Forum horizon: From Brazil to Senegal", during the "World Water Week 2018", held in Stockholm from 26 to 31, August 2018.
For what reasons do you wish your organisation to have a seat on the Board of Governors ? ADASA values its important role for promoting good practices in water management and in the regulation of water resources and public services related to sanitation. By participating more actively in the World Water Council, as a member in the Board of Governors, ADASA will be able to advocate for the water agenda in Brazil and in Latin American countries, among regulatory agencies and technical institutions, and promote science and environmental education on water issues. In the Board of Governors, ADASA will share with the World Water Council the Brazilian and Latin American experiences as contributions to the understanding and search for solutions for the global problems related to water, under climate change pressure. In addition, ADASA is poised to play an active role for enabling the transition of knowledge and expertise gained in the realization of the 8th World Water Forum to the organizers of the 9th Forum in Senegal.
