Description of your Organisation's activities : CHES is mainly engaged in think-tank building, academic exchange, water science popularization and international cooperation. To build a high-level think-tank, CHES has been developing and managing water-related standards, conducting water scientific achievement evaluation and talents evaluation, launching technical survey and consultancy and publishing high-quality water publications. There are six academic journals published by CHES, including Journal of Hydraulic Engineering, Journal of Geotechnical Engineering, Journal of Irrigation and Drainage, Advances in Water Science, Journal of Sediment Research, and China Flood and Drought Management, which are the most authoritative and influential publications in China’s water sector. The Dayu Award for Water Sci-tech, established in 2002, is one of the most influential awards in China’s water sector. Under the leadership of the Ministry of Education and China Association for Science and Technology, CHES has been involved in the accreditation of hydraulic engineering education. After its founding, CHES has made great efforts to promote academic exchange. So far, a comprehensive exchange platform has been built, fueled by various academic events, water discipline development reports, internal seminars on hotspots and so forth. Annual Conference is the most important academic activity for CHES, which, together with other conferences, forums, symposiums, workshops organized by its committees and local hydraulic societies, provides an academic exchange network for CHES’ members all over China. Science popularization is another important core activity of CHES, aiming at promoting public water science literacy. CHES has organized various public activities including China Water Tour in World Water Day, World Earth Day and China Water Week each year. And CHES has organized production of many science popularization works and expanded the coverage of them. Water Expo China is initiated and organized by CHES, supported by the Ministry of Water Resources and approved by the Ministry of Commerce. It has been held once a year since 2006. It’s a comprehensive platform for water exhibition and business negotiation. CHES has played an active role in searching for more international cooperation. For example, CHES exchanged water-saving technologies with Saudi Arabia; helped train more than 400 technicians from 55 countries on rainwater utilization, became members of some international water institutions including WWC and IAHR, participated in global water events. By now, CHES has built friendly partnership with water organizations in Korea, Japan and Canada, etc. Each year, there will be academic visits between CHES and these water organizations. CHES is now enlarging its friend circle and is open to all friendly collaboration intentions.

background : With over 30 years’ dedication in water sector, Mr. Tang Xinhua has always been affectionate passionate with water. From 1994 to 1995, he studied in Chicago, the United States, which helped broaden his international horizon. During those years when he worked in China Water & Power Press, he has always values international cooperation. Owing to his great efforts, China Water & Power Press has become a member of WWC. And under his leadership, China Water & Power Press has taken an active part in World Water Forum (World Water Expo and Fair). Besides, Mr. Tang Xinhua has been promoting the pragmatic cooperation between WWC and China Water & Power Press. In November 2015, China Water & Power Press was elected as the member of the Board of Governors with Tang Xinhua being the Governor Representative (2016-2018). From December 2017, Tang Xinhua started to serve as Secretary General of CHES. He has been striving to expand CHES’ international communication and cooperation. Also, he has paid much attention to water science literacy, water supply, water-related infrastructure, which is related to the public livelihood and welfare. Also, he has been carrying out investigations, participating in seminars, organizing professional symposiums, aiming to seek for solutions to water problems facing China, including water shortage, water environment pollution, water ecology damage and flood & drought disasters. As a professor, Mr. Tang Xinhua also published some important works including History of China’s Water Governance (co-author), Water Generate Benefits and Mitigate Hazards to Contribute to the Prosperity of the Nation and the Interest of the People-60 Years’ Water Development in China (deputy chief editor), and The Comprehensive Value of Water Power and its Evaluation (author).

background : After receiving his bachelor degree from Zhejiang University, Mr. Liu Yongfeng served as an assistant engineer in Institute of Scientific and Technical Information of State Scientific and Technological Commission (now the Ministry of Science and Technology of the P.R.C.). Then in 1986, Mr. Liu Yongfeng started his graduate education in Tsing Hua University, a world leading and prestigious higher education institution. Instead of going further into computer science and software, he received a master degree in the field of hydraulic engineering. From 1989 to 1993, he worked as an engineer in Department of Planning and Programming of the Ministry of Water Resources of the P.R.C.. And from 1993 to 1994, he completed the MBA program in the management school of Keele University in the United Kingdom. Since then, he has been serving in the Department of International Cooperation, Science and Technology of the MWR, respectively as senior engineer and division chief. Based on a wide range of professional studying and practice, Mr. Liu Yongfeng is good at integrating problems and then solving them in a comprehensive manner. From June 2017, Mr. Liu Yongfeng started to serve as Deputy Secretary General of CHES. He has been engaged in promoting international cooperation and exchange between CEHS and other water organizations. Owing to his unremitting efforts, the international friend circle of CHES has been enlarged, including Indonesia, Malaysia, Japan, Korea, Canada, etc.. Also, CHES has taken an important role in international water organizations such as WWC, IAHR, IAHS, IWRA and ICID. In addition, Mr. Liu Yongfeng also pays much attention to water resources discipline, water science publicity, water-related standards and water informatics. Full of energy and enthusiasm, Mr. Liu Yongfeng is always ready to challenge himself to achieve higher goals.

Organisation statement:
Please describe the involvement of your organisation within the World Water Council and state how long it has been involved in World Water Council activities : As the first nationwide water organisation in China, CHES has always values international cooperation. In 2009, CHES became a member of WWC. Since then, CHES has paid the membership fee each year and paid much attention to the activities initiated by WWC as well as participating in the election of Board of Governors. As a professional organization in the field of water resources, CHES understands and identifies with the mission and goals of WWC. After joining WWC, CHES has kept a close connection with quite a lot of members of WWC, including International Association for Hydro-Environment Engineering and Research (IAHR), Korea Water Resources Association (KWRA), International Commission on Irrigation & Drainage (ICID) and International Water Resources Association (IWRA). Mutual visit and academic exchange have been carried out each year between CHES and these organizations. Also, CHES has jointly published some water science works with these members of WWC. And CHES has joined the symposiums and meetings when leaders of WWC visited China. In addition, CHES has taken an active part in World Water Forums (World Water Expo and Fair), the significant event of WWC, showcasing advanced technologies in China’s water sector and contributing Chinese wisdom to solve hot problems such as water scarcity and water supply. CHES has been keeping popularizing water science so as to promote public water science literacy. Also, CHES has organized public campaigns on World Water Day each year. In a word, CHES always values its participation within WWC and also endeavor to give its voice within WWC.
For what reasons do you wish your organisation to have a seat on the Board of Governors ? The reasons why CHES wish to serve on the Board of Governors fall into four parts. First, after joining WWC for nearly 10 years, CHES has taken an active part in the events launched by WWC. As a great power of water conservancy, China is home to major water works including the Grand Canal, the Dujiangyan Irrigation System, the Three Gorges, and the nation has accumulated a wealth of experiences from thousands of years’ water governance. By serving on the Board of Governors, CHES could share Chinese wisdom and solutions to water issues with members of WWC. Second, China is still a developing country which is eager to learn from international successful practices. It’s known that WWC is an international multi-stake holder platform organization whose mission is to mobilize action on critical water issues at all levels, including the highest decision-making level, by engaging people in debate and challenging conventional thinking. Once elected into the Board of Governors, CHES could promote the mission, frontier concept and opinions of WWC across China so as to solve newly emerging water problems. Third, WWC and CHES share similarities in some ways including the vision, mission, structure and membership. As CHES is now striving to promote its international cooperation and WWC has many important members in water sector, once elected into the Board of Governors, CHES would get great opportunities to exchange and cooperate with these well-known institutions. Fourth, CHES’ Secretary General, Mr. Tang Xinhua served as Governor Representative from 2016 to 2018. He values the international cooperation between CHES and WWC. Being a member of the Board of Governors would broad CHES’ international friend circle and build a better platform for CHES on academic exchange. Also, since there are many Chinese professional and academic groups joining WWC, CHES would link these organizations and, on behalf of these institutions, get their opinions across the WWC.
