Organisation statement:
Please describe the involvement of your organisation within the World Water Council and state how long it has been involved in World Water Council activities : Korea Water Forum(KWF), as the national focal point connecting water stakeholders in and outside of Korea has closely communicated with the World Water Council(WWC) since its establishment in 2006. Along with a close connection with the WWC, the first president of KWF, the former Prime Minister of Republic of Korea, Dr. Han, Seung-soo brought water issues as the primary national agenda and expressed the intention to host the 7th World Water Forum at the 5th World Water Forum. In the same year, KWF became a Board of Governor in the College of Civil Society Organizations and Water User Associations. Dr. Eunkyung Park, the second president of KWF actively strengthened the cooperation with the WWC as the bureau member. From 2010, KWF closely worked together with the WWC as the Northeast Asia regional coordinator for the World Water Forum regional process as well as the coordinating organization for the 7th Forum in Korea. KWF has also facilitated and coordinated cooperative projects with Korean government and the World Water Council such as ‘Water and Green Growth’. The project has been developed by the Korean government and WWC with KWF. In 2010, KWF took a major role for the bidding process of the 7th World Water Forum host city selection. For two years, KWF intensively involved in the process of understanding the background of the WWC and the World Water Forum Processes, which finally brought a fortune of being a host of the 7th World Water Forum. In 2012, Dr. Jung moo Lee was appointed by the Korean government as the next KWF’s president for successful hosting of the 7th World Water Forum considering his strong leadership in the ministry and insightful knowledge on global cooperation and mega project management. In 2012, KWF based on the new leadership, continuously served as the Board organization of the WWC and strengthened the cooperation for preparing the World Water Forum. President Lee was also appointed as the Chairman of the National Committee for the 7th World Water Forum in 2013. During his term at the National Committee, he made KWF as the main coordinator for the Science and Technology Process and Citizens’ Forum, two of four major pillars of the World Water Forum processes. During the preparation period, KWF became even more powerful focal point in communication and served as a hub of information and networks mainly with the WWC and also with the global partners in developing processes and programs. Based on the assets earned from those processes of preparing and operating the programs of the 7th World Water Forum, KWF had a mission to develop the core value of the 7th World Water Forum, 'Implementation'. In this regard, the key deliverable of the Forum, Implementation Roadmaps (IRs) and the Action Monitoring System (AMS) was highlighted and KWF signed MoU with the WWC to implement a joint project aimed at establishing IRs as the key vehicle to monitor, account, and report on committed actions between editions of the World Water Forum. With the contribution and efforts of the champion organizations, and supports from WWC BoGs. WWC and KWF also co-hosted IR review meetings once a year in the Korea International Water Week and co-published four editions of IR reports with more than 30 organizations across the world to tracking and reviewing the targeted action plans for the respective water agenda. IR special session in 2018 at the 8th World Water Forum was the remarkable result to present the three year efforts of core groups and champion organizations of the IR. Additionally, KWF also had cooperation with WWC in developing the concept of World Water Partnership, the bridging dialogue of the host countries of the World Water Fora and the signature program of the Korea International Water Week that was initiated by the Korean government as the follow up of the 7th Forum seeking a linkage and continuity between each edition of the World Water Forum.
For what reasons do you wish your organisation to have a seat on the Board of Governors ? KWF representing Korean Civil Society Organizations (CSOs) in water sector has served as a facilitator and a communicator to strengthen the network among Korean and International water experts and citizens by providing places for collecting voices of different levels and fields such as Science and Technology Sharing programs, Capacity Building programs and the Citizens’ Forum since after we have developed our cooperation with the World Water Council. KWF particularly have made our efforts to build capacity of the Korean CSOs by holding workshops and meetings and sharing information in a way to supporting their activities in and outside of Korea. We would like to collect and represent the voice, ideas, and plans from muti-stakeholders from Korea and our partners outside of Korea and deliver it timely to the World Water Council and contribute to make better plans of cooperation. KWF, as stated in the previous sections, has served as national focal point developing global cooperation on capacity building, technology sharing, and primary political agenda delivery. Based on those extensive scope of works that KWF has led so far continuously helped Korean water stakeholders have a confidence in making their voices and planning cooperative actions. Collaboration with the WWC in managing the research projects, planning and operating the follow up actions of the 7th World Water Forum have been a essence of KWF’s year plan and roadmap. The further development of those activities and mission setting of KWF are only expected when there is better understanding in the governance of international water community and participating in the discussion of decision making by having a responsibility as the WWC Board member. KWF, as the official follow up actor of the 7th World Water Forum has also a mission of KWF to deliver the values we made together through the previous Forum processes to the next World Water Forum. In collaboration with the WWC, KWF would like to contribute to build a bridge between each World Water Forum and support new initiative based on our experiences and knowledge. KWF plans and hosts the important high-level dialogues and provide places for exchange of technologies and information through the process of Korea International Water Week (KIWW). As the organizer of the KIWW having overarching theme, ‘Water Partnership for Sustainable Development’, we are becoming not only a national representative of water networks or information but an international contributor to achieve the sustainable development goals. KWF has a sense of duty to be a hub of ideas, information, and the multi-stakeholder’s networks in water. KWF also has served as the key player in carrying out follow up activities of the World Water Forum in collaboration with WWC. Based on the abundant experiences and networks that KWF accumulated over the past 14 years dedicated for global water cooperation, KWF has a strong will and competency to contribute to draw a tangible actions what has been planned together with global partners and to continue to serve as the national focal point linking Korea and international water community by being a member of Board of Governors of the WWC. Based on the strong bonds and relations with the WWC throughout aforementioned cooperative activities with the WWC along with the KWF’s experiences and knowledge, KWF will continuously develop itself by effectively reflecting voice from Korea and linking it to the activities of the WWC. Being a member of the WWC board will help making KWF’s plans become action sooner and encouraging a further cooperative plans more tangible by a number of KWF partners and member organizations.
