Description of your Organisation's activities : The French Water Partnership (FWP) is a non-profit association governed by the French law on associations of 1901. The French Water Partnership is the only platform for all the French water stakeholders, public and private, operating at international level. For more than 12 years, the FWP has been advocating for water so that it becomes a real priority in sustainable development policies worldwide. The FWP also stands as a facilitator for exchanges between the French and international water know-how. The FWP’s mission is also to showcase at a global level France’s expertise and approach to water management. The French approach is a unique one: it actively involves multiple stakeholders and has continued to remain cutting-edge since it was introduced in France in the 1960s. The FWP currently includes over two hundreds members who reflect the nature of water management in France. These stakeholders belong to the six following panels: The government and its public institutions; NGOs, associations, and foundations; Regional authorities and parliamentarians; Economic stakeholders; Research and training institutes; French and foreign private individuals. The FWP carries out its activities in a collaborative and democratic manner, without any category of members taking priority over the others. Together the members of the FWP develop common, consensus-based messages and communicate them in European and international bodies and networks such as the United Nations, the European Union, and the Union for the Mediterranean, and at events such as the High Level Political Forums on SDG's, Conventions on Climate Change and Biodiversity, the World Water Forums, and the World Water Week conferences in Stockholm.

background : Dr. Jean LAPEGUE is the Senior Advisor WASH in ACF-France. He has twenty-five years professional experience in the WASH sector, including more than 10 years in the field, mostly in humanitarian contexts. His current position consists in animating the WASH team of ACF-France which intervenes in 22 countries and deliver WASH for about 3 million people every year, guide the organisational strategy, overarch WASH research and technical development, endorse and stimulate capacity building, advocacy and communication positioning on the WASH Sector. He represents ACF in various platforms, including the Global WASH Cluster Strategic Advisory Group (a project led by the United Nations on responding to major humanitarian emergencies). He is currently Alternate Governor of the World Water Council where he represents the French Water Partnership and is member of various coordination groups of the sector

background : Graduate from the Strasbourg Institute for Political Studies in 2003, militant in the green party since 2006, Célia BLAUEL is elected councilor of the 14th borough of Paris in 2008, in charge of the green spaces and mobile telephony. In 2014 Célia BLAUEL becomes deputy mayor of Paris in charge of the environment, sustainable development, the energy climate plan, water and canals. In this capacity, she played a key role in the adoption and implementation of several policies such as the noise reduction plan, the sustainable food plan, the thermal renovation plan and the Parisian climate change adaptation strategy. Appointed President of Eau de Paris, the public company in charge of production and distribution of water for Paris in 2014, she is elected the same year President of Aqua Publica Europea, the European public water operators association, then in 2016 becomes Vice-President of the French Water Partnership.

Organisation statement:
Please describe the involvement of your organisation within the World Water Council and state how long it has been involved in World Water Council activities : The FWP has been a long-time member of the WWC and has invested in ensuring that the Council plays a fundamental role in supporting the cause of water at the global level. As a stakeholder in the preparation and holding of the World Water Forum in Marseille in 2012, the FWP has acquired a solid experience of the organization of such Forums and to enhance this experience within WWC bodies for the Forums organized after the one of Marseille. The FWP has been a member of the WWC Board since 2015 and participates in several of its task forces: Infrastructure Financing, City Resilience, and Water Risks, Water and Climate Change. He initiated the #Climateiswater campaign, which it entrusted to WWC in 2016 and played a leadership role in the Youth Delegates project at the Board. One of its representatives actively participated in the WWC Governance Committee, which made proposals for changes to the Board in 2017 and 2018.
For what reasons do you wish your organisation to have a seat on the Board of Governors ? Our commitment to your values: “Water Security, Sustainability Development and Resilience – Supporting and Challenging the WWC Strategy 2019-2021” As part of the World Water Council strategy for the next three years and consistent with the common position of the French governors, we advocate on the three following points: 1. A strong political commitment, aligned with the UN frameworks The international water community is still too fragmented today to speak with a strong voice to politicians, policymakers and other sectors. The Council has a role to play in gathering, and representing this community, and connect it to the other sectors (Nutrition & Health, Education, Agriculture, Energy, etc). The FWP will encourage the WWCouncil to be as vocal and as politically influent as possible, seeking the best alignment with major UN treaties and frameworks, especially the Sustainable Development Goals (2015), the Paris Agreement on Climate (2015), the New Urban Agenda (2016) or the Sendai Framework for Disaster Risk Reduction (2015). 2. Emergency- Development – Resilience: a strategic imperative Climate change, population growth, the surge in vulnerable populations, and the exacerbation of conflicts affect nearly 800 million people and are causing a continuous escalation in the frequency and intensity of humanitarian and migratory crises. The FWP will ensure that the Humanitarian imperative is vocal and properly represented in the Council strategy, fora and messages. The FWP will defend a contiguum approach linking at best humanitarian and development agendas. 3. Make the Council a think tank oriented toward actions and aligned with the World Water Forum Dakar 2021 Dakar 2021 will be a unique opportunity for Africa and for the Council to demonstrate that a Forum can happen in a continent where half of the population is below twenty and where Water and Sanitation, Health and Development is so crucially at stake. The FWP will actively support the 9th World Water Forum process, ensuring that all the forces of the WASH Community and of the Council are mobilised in this direction. It will specifically challenge and support the Council to become a place of exchange and production in a democratic, transparent, dynamic and rejuvenated way.
