Description of your Organisation's activities : CAF is a multilateral development bank created in 1970, owned by 19 countries -17 of Latin America and the Caribbean, Spain and Portugal- as well as 13 private banks in the region. CAF promotes a sustainable development model through credit operations, non-reimbursable resources, and support in the technical and financial structuring of projects in the public and also in the private sectors of Latin America. Loans represent CAF's main financial tool, from short term (1 year) to long term (over five years) and on different types along with capacity strengthening of client´s institutions. CAF has office in Caracas, Buenos Aires, La Paz, Brasilia, Bogota, Quito, Madrid, Mexico City, Panama City, Asuncion, Lima, Montevideo and Port of Spain. CAF is rated as AA- by Fitch Ratings. In 2017 CAF’s Board approved loans for about U$ 12.2 billion and has a loan portfolio and equity investments of U$ 24.1 billion by the end of 2017, with 80.6% of the portfolio containing sovereign risk and the remaining 19.4% as non-sovereign risk. A breakdown of the portfolio reveals U$ 2.1 billion corresponding to the water sector. The range of projects that CAF may fund varies, including hydropower infrastructure and those for drinking water and sanitation, for management and watershed protection, agricultural development and irrigation, drainage and flood control, with the main goal of improving the quality of life according to the particular needs of each country. CAF is developing its Water Agenda under the scope of Water Security to address human needs for food and health, but also to support the social and economic development including hydropower generation and irrigation for agriculture. Water Security must also contribute to water bodies’ conservation to preserve biodiversity and be capable to cope extreme water-related risks such as droughts and floods. CAF is committed to supporting countries on these strategic goals. CAF understands that its contribution to reach the Sustainable Development Goals (SDGs) must be in alliance and cooperation with other stakeholders: governments, multi and bilateral development institutions; public and private institutions; research entities and representatives of civil society. Indeed, the holistic set of the SDGs calls for creating synergy, which is crucial in the water sector due to its nature and position at the core of the sustainable development.

background : Julián Suárez Migliozzi is the Vice-President of Sustainable Development at CAF. He is a Fulbright Scholar and holds an MBA; a specialization in Corporate Finance, a graduate degree in Infrastructure Financing and is Economist. Previously, he was the Acting Vice-President of Infrastructure at CAF and Director of Infrastructure for the Southern Region. In the past, he worked as consultant for the Social and Sustainable Development Department of the Inter-American Development Bank, leading research teams and consulting on regional development, education and access to private sector financing, and worked as Senior Economist for the Argentinean think-tank IERAL of Fundacion Mediterranea; Director of Economics and Finance of the Province of San Luis (Argentina), Chief of Researchers for the Professional Council of Economics of Cordoba (Argentina), and professor of microeconomics, macroeconomics and international finance at graduate school level.

background : Franz Rojas-Ortuste is the Coordinator of the Water Agenda at CAF. He holds a Ph.D. in Government and Public Policies. M.Sc. in Hydraulic Engineering and Civil Engineer, with over thirty years of professional experience. Before CAF, he worked for the World Bank as National Coordinator of the Water and Sanitation Program (WSP) in Bolivia. Senior Adviser in Water for GIZ in Bolivia and Peru for 12 years. He led the Water and Sanitation Regulatory Body of Bolivia by presidential appointment and previously held various positions at CONAGUA-Mexico for 10 years, including as National Manager of Basic Engineering and Technical Standards and formerly as Deputy Manager of Studies and Projects. Consultant for many organizations in Latin America, Asia and Africa. Since November 2016, he is part of the staff of the Vice Presidency of Sustainable Development at CAF.

Organisation statement:
Please describe the involvement of your organisation within the World Water Council and state how long it has been involved in World Water Council activities : CAF has contributed to the regional process since 2012 in Marseille (VI World Water Forum. For this Forum CAF conducted the document “Water Supply and Sanitation in Latin America and the Caribbean”, and had participation in different sessions and panels. At the VII World Water Forum held in Korea 2015, CAF was responsible for the coordination of the participation of the South American Countries in the Regional process of the Americas. CAF, along with other institutions of the region, prepared seven thematic documents and organized a series of workshops with the participation of the most important institutions related to the water sector in Latin America. These documents were the following: 1. Water and Sanitations services for all 2. Water and energy 3. Water for food security 4. Adaptation to change and risk management 5. Ecosystem management for men and nature 6. Governance and financing for sustainability 7. Implementation of the Human right to Water in the Americas To close the process and present the main findings in the Forum, CAF synthetized the conclusions in the document “Water Agenda for South America: challenges, vision and strategy”. CAF also participated actively in the discussions related to the Economic Water Insecure (EWI) cross-regional process through (i) organization of the panel “Effective Governance: Governance and policy to end EWI” with emphasis in the “actions” taken by selected developing countries. This activity was coordinated with the World Water Council, the Asian Development Bank, K-Water, the Global Water Partnership and the African Development Bank; (ii) preparation of the document “Economic Water Security in Latin America: from plenty to insecurity” related to the EWI cross-regional process. This document contains some essential issues to contrast the water scarcity in a region plenty of water. CAF also participated in the High Level panel on Infrastructure Financing for a Water Secured World celebrated in the VII WFF in Korea. In the recent VIII World Water Forum, CAF had also an active participation; it led the coordination of one of the nine core themes: Finances. The Theme Finances comprised three topics and nine sessions converging more than twenty institutions and CAF participated in the thematic opening and contributed with the concluding remarks for the final event. CAF, along with the World Bank and the WWC conducted a High-Level Panel on Finances and the Vice-President and Directors had active roles in other HLP and Special Sessions. CAF also organized two Side-Events, one with the WB and other with the Government of Spain on wastewater treatment and circular economy and on water security and environmental requisites.
For what reasons do you wish your organisation to have a seat on the Board of Governors ? CAF’s main goal in the water sector is to support countries to achieve universal and sustainable access to adequate drinking water and sanitation services following the principles of an integrated water resources management. To address the water challenge in the region, CAF promotes an integrated approach to water resources management considering all phases of the hydrological cycle: from the protection and sustainable use of surface and groundwater resources, to the safe disposal of wastewater back into the environment. CAF experience has shown that water resources management cannot be addressed exclusively from a water sector perspective. A comprehensive and strategic vision that considers the energy, agricultural, urban and environmental sectors, is fundamental. Also, climate change effects on water resources and its impact on vulnerable populations must be considered. Under these principles and perspective, CAF has become one of the most important government partners in the region. CAF has consolidated a comprehensive understanding of the main issues affecting Latin American countries, through the work in partnership with local, regional and national governments on water policy planning and implementation, the design of regulatory frameworks, and the provision of technical and financial support. In the last few years, the demand for CAF’s financing in water has grown both through loan operations and technical assistance. It is worth noting, that an essential component of non-reimbursable technical assistance is designed to supporting institutional strengthening, project preparation, feasibility studies, encourage public policy dialogue and knowledge generation for project implementation. In the other hand, CAF understands that needs to be involved in the global trends and prospective as well as to capture and adapt the best international practices and bring to the region. CAF´s aim is to participate in the international debate adding value on the basis of gained experience, lessons learned and best practices identified in Latin America. CAF can play a crucial catalytic role between the World Water Council community and Latin American Countries, including the support and active participation in the preparation of documents and the organization of the next World Water Forum to be held in Senegal. CAF considers this forum as an excellent platform for the construction of consensus to address water management-related challenges at a global, regional and local level. CAF has built important relationships with prestigious think-tanks and academic institutions around the world. CAF is positioned as a regional and international platform to promote debate and generate and disseminate knowledge and research within the Latin American Water Sector by contributing with sectoral analysis, exchange of experiences and promote action on critical water issues at all levels, in good alignment with the objectives of the WWC.
