Description of your Organisation's activities : JICE was established as the “Japan Institute of Construction Engineering” in 1973, with the approval of the Minister of Construction and with funding from private-sector donations, following a proposal by the Construction Technology Development Council (a review body of the Minister of Construction). In 2000 the name was changed to the “Japan Institute of Country-ology and Engineering”. The Japan Institute of Country-ology and Engineering “JICE” is a policy proposal body that contributes to improving the national subsistence, with the aim of creating “a nation in which people can live in safety and reassurance”, “a nation in which people, goods and information can circulate smoothly” and “a pleasant and beautiful nation in which people can live with richness of spirit”. JICE complements the national land administration and helps to promote the effective use and appropriate management of national infrastructure by furnishing the results of outstanding research, among other efforts. Our ongoing aim is to promote science and technology, as well as tackling various research and other efforts, with additional knowledge from the private, industrial, academic and public sectors. In doing so, we will draw on our advanced technology and combined capabilities in the sectors of rivers, roads, cities, housing, regions, and civil engineering technology. Urgent issues facing Japan today include the growing frequency and severity of disasters associated with climate change, etc., and increased vulnerability to disasters due to progressive population aging and other changes in social circumstances. To address these issues, the JICE conducts research in core technical fields related to flood control, water utilization and disaster prevention. This includes support for drafting policies and measures in the sectors of rivers and coasts and support for producing and revising technical standards, with the aim of protecting human life from disasters, ensuring the sustainability of socio-economic activity, and helping to create a society in which people can live in safety and reassurance.

background : Mr. Kazuhisa Ito is currently working for the JICE, utilizing his knowledge and experiences in the field of civil engineering. He was a Board of Governors from 2015 to 2016 and served a contact between WWC Headquarters and WWC members in Japan, providing information to Japanese WWC members. Formerly, he was in charge of water and disaster management at the river basin level as well as international cooperation for the Ministry of Land, Infrastructure, Transport and Tourism of Japan. He was also in charge of planning grant aid assistance to Asian developing countries like Bangladesh, Indonesia in the Ministry of Foreign Affairs of Japan and dispatched to Syria Arab Republic as Japan International Cooperation Agency (JICA) expert to manage water related information.

background : Mr. Masato Okabe was assigned to JICE as a Researcher in December 2012. He has been entrusted with tasks and operations from Ministry of Land, Infrastructure, Transport and Tourism (MLIT), mainly concerning a field of River Planning. His tasks and performances that most recently engaged in are; a research deliberation of promotion-measures for “Climate Change Adaptation in the Area of Water-related Disaster”, and a comparative-analysis of water-related disaster countermeasures and disaster-prevention systems undertaken in other countries, including projects that OECD concerned. (Project title: Project on Improving the Evidence base on the Costs of Disasters)

Organisation statement:
Please describe the involvement of your organisation within the World Water Council and state how long it has been involved in World Water Council activities : JICE has been a member of the World Water Council since 2002. We have been involved in the WWC activities from some aspects, for example; - Supported to Japanese Government, especially Ministry of Land, Infrastructure, Transport and Tourism, to participate in the World Water Fora from the 3rd to the 8th; - Supported to the Kyoto Water Prize in 8th World Water Forum. We have contributed to the WWC activities through Japan Water Forum (JWF). We also have been a member of JWF since 2005. JWF has contributed as a key organization for regional activities of WWC for Asia and has been a partner of WWC, from 2004 until present. JWF has contributed the activities of WWC such as the High-level Experts and Leaders Panel on Water and Disasters (HELP) activities. JWF is also the Secretariat of the Asia-Pacific Water Forum.
For what reasons do you wish your organisation to have a seat on the Board of Governors ? We have been keen to contribute to solve water related issues as follows. 1.Research on directions for social capital development connected with flood control in response to climate change 2.Comprehensive disaster prevention and crisis management measures 3.Ensuring the reliability of embankments and other river management facilities, etc. We consider that these objectives or targets would be achieved through being actively involved to the activities of WWC by having a seat on the Board of Governors. We also consider that having a seat on the Board of Governors would help us to obtain various information through the network of WWC, which could lead us to further contribution to solve global water issues.
